10.6 computers refuse to check in at 15 minute intervals and complete software update policy.

I have a few 10.6.8 Macs that are enrolled to a Casper 9.52 server. For some reason, these machines refuse to check in at 15 minute intervals, and because of that, they aren't completing tasks such as software update policies. A common thread of these machines is they were all logged into a non-admin account when enrolled. The one that was logged in as an admin when enrolled is working fine, as are all the 10.7.5 and 10.9.5 macs (regardless of the admin status).

The Macs are all old core duo Mac Mini's. Here is the tail of the jamf.log:

Wed Dec 03 13:40:40 daltma-dmxcnf3a jamf[80457]: The management framework will be enforced as soon as all policies are done executing.
Wed Dec 03 13:41:40 daltma-dmxcnf3a jamf[80696]: The management framework will be enforced as soon as all policies are done executing.
Wed Dec 03 13:42:40 daltma-dmxcnf3a jamf[80927]: The management framework will be enforced as soon as all policies are done executing.
Wed Dec 03 13:43:41 daltma-dmxcnf3a jamf[81168]: The management framework will be enforced as soon as all policies are done executing.

The only policy in effect is one to apply software updates, the trigger is "on recurring check-in".

Can anyone tell me why these machines are stuck? The smart group I have these in shows they are not checking in, but the logs appear to indicate there is something locally that is preventing them from doing so.

I had to go back much further, and on a different computer. I am finding that the software update task is hanging. So, if I pause the software update policy, and then restart the affected machines and then manually run software update, It stops filling the log with errors. All of the computers were hung waiting to install a non-restart item, iTunes 11.4.

The next step after manually updating them will be to re-enable the software update policy and see what happens.

If it makes a difference, I have no "on startup" function enabled yet.

After turning the software update policy off, and then rebooting and manually updating all the troublemakers, I can turn the software update policy back on and all is well. What I don't know is what will happen the next time an update rolls down from Apple that applies to 10.6, and if they will get stuck in the "The management framework will be enforced as soon as all policies are done executing" loop again.
