2FA and Multi-Use Enrollment Packages

When two-factor authentication is enabled, are multi-use QuickAdd packages still able to authenticate and enroll a device?

They should be yes as a quick add doesn't exactly "authenticate" but rather uses an invitation id number to identify if the enrollment is authorized or not.
