9.81 and 10.11, FV "at next login" deferral not working?

Is this a known issue? I cannot get FV deferral to prompt for the user's password at login, only at logout.

fdesetup claims it is in deferral mode for the user, but it never triggers.

I have posted this on the beta forums two times (9.8 and 9.81), but I didn't get feedback on this...
