All Managed Apps Reinstall themselves?

We have a few iOS 10.0.2 devices where every time they update the Inventory, they reinstall all of the managed device based apps they have. The apps are installed and working fine. The apps show up in the Apps sections as Managed Apps. I have no idea why the iPad thinks it needs to reinstall those apps, or how to stop it from happening. It doesn't happen on all of the iPads, which makes the problem even weirder. Ideas?

I've noticed this as well, or something similar to this for sure and have seen it right in front of me. I'd try clearing pending commands on devices you know have all the apps reinstalled. Also, are the apps you see this with set to auto-install in conjunction with being a VPP managed license app?
