Allow mobile devices access to MDM to allow managment over Universty wireless network

Good day

I need to be able to mange hte nobile devices that are initially started and put onto the wireless network. I asked for access to ourmdm.ournetwork:8443, yet I cant reboot the device, a sure sign of management capability.
What am I missing?
