App not scoped to any devices but license is in use

We have an app that is causing some headaches. The app isn't scoped to any devices but shows that is a license is being used. We want to scope to a device but can't get the license back. Help!

We've tried refreshing the VPP content and that didn't do anything.

We are having the same issue. Over 1000 licenses in use, yet nothing is scoped to it. Any solution on how to remove the app from iPads? We tried manually deleting from each iPad, but it automatically installed again.

I am having the same issue with Mac App Store Apps. I have two $80 Apple Remote Desktop licenses, and Jamf and Apple School both show that 1 license is in use, even though it is not scoped to any devices or users. I am not about to spend another $80. How do we fix this?

I was told to simply ignore the license in use and go ahead and install anyway. The installation worked, and the licensing eventually resolved itself.
