Can I have an internal Apple Software Update Server hosted on Windows Server 2012?

Is there reporting available in Apple software update server so I may generate reports such as which clients are updated and which are not?

Try here from the reposado google group. Reporting is another story, depends what's in your toolbox

@shoaib The tool you want is Reposado, which lets you host a Software Update Service instance on non-Apple systems. You will find an internal SUS useful for macOS 10.12 and earlier systems, but note the SUS is being deprecated in favor of the Apple Caching Server, which doesn't yet have a non-Apple analog.

As for getting reports on the client's update status, that info is available in Jamf Pro (Number of Available Updates is a Smart Group criteria that you will find useful for that).
