Apps Limitations and Exclusions Based on Smart User Groups

I want to limit the visibility of apps in Self Service to only those students who have accepted the VPP invitation. I created a smart user group based on VPP Invitation Status=Associated but, unlike eBooks, I can't seem to limit or exclude apps based on that group? Am I going about this in the wrong way?
