Big Sur - You don't have permission to use the application

We have user reporting they are getting the message "you don't have permission to use the application" for various apps, Chrome, Office Apps, etc. Restarting or just waiting a few minutes and its seemingly goes away but still an inconvenience. WOdnering if anyone has ran into this.

The only thing similar I have experienced was when I configured a restrictions profile (though in Jamf School). Found if the payload was configured with nothing in the safelist and blocklist, it would block everything including System Preferences. It wasn't intermittent like you describe, but it may at least be a place to look.
