Im seeing this starting to go again in our Learning Commons, where student use imacs boot to a white screen (not showing login screen) . Seems like the login screen is actually there, but stuck in the backround.
We use AD with mobile accounts on the student computers all running 10.11.6 and JSS 9.92. Funny enough this never happens on the laptops.

What do you mean "stuck in the background"? Can you connect with Casper remote or ARD and login? Maybe you have a script that is not working correctly?
