We're part of the campus DEP but we're only one of two groups using JAMF.
When we boot the laptop, it gets to the point where it claims the campus DEP
can configure the machine and when we click "Learn more" it shows our contact info
so we know it is talking to our JAMF server but it ends up failing.
So we monitored the traffic and the certificates are being sent to the laptop ... not sure if they're being installed though.
We have the laptop hooked up to another machine in Target mode and it definitely
didn't create the account (the only configuration that we've specified so far).
Any suggestions on how to troubleshoot?

If that meant
Under Computers > PreStage Enrollments > Name of Computer PreStage Enrollment > Scope
is the machine listed and have its PreStage Enrollment Status listed as assigned?
the answer is Yes. I don't think Setup Assistant on the laptop would be offered a configuration otherwise.

Might be a certificate issue. Had a similar issue where it would go to configuration screen and then fail. I renewed our tomcat certificate and factory reset the machine and tried again. That solved it for me.
