Device Was Busy!

iOS: 9.3.3

I am enrolling iPad devices into our DEP Program. Apps download except for iMovie which keeps showing up in the management tab on some iPads with Device Was Busy! I can clear this and try and update inventory but it still shows the same message. i am unable to manually install it through self service either. location Services are on. i have tried rebooting the devices. i have gotten one of them to start downloading it by unscoping and rescoping on all devices but hasn't fixed the majority of them. i definitely have licenses for iMovie left.

Is the network they're connected to using any kind of proxy or web filtering? I've had that cause issues in the past.
