E-Book Deployment

I have been asked whether we can deploy E-Book's purchased through our vpp to iPads. Our current setup is shared iPads with device based app deployment... so no apple id is signed in on the device. Is it possible to deploy to these iPads as it seems I've read that we need to have an apple id.

iBook licenses can not be re-used. They have to be assigned to an apple ID and they'll always be assigned to that apple ID. You can't push E-Books brought from VPP to Ipads using device based VPP. They will require an Apple ID.
