ebooks Display Name cannot start with number or with Chinese

I have three questions

1. When I want to update an ebooks. It can't show in our ipad if the Display Name start with a number or with Chinese.

2. Can I unauthorized user delete ebooks?

3. When the user delete the ebooks, I don't know how to send the ebooks back to the user. Any way to refresh delete ebooks back to the ipad?
