I'm not familiar with Eduroam, I think this is what you mean, but it appears as though you are able to just download the .mobileconfig profile from the site after you use their configuration tool. It comes signed on its own so you can just import it to the configuration profiles in the JSS as is. The only things signed with Apple Developer IDs are installer and applications.
