Fill Existing User (FEU) only working when users are logged in

I cannot get FEU to work for users who are logged out. I can see that all the preference files are being copied to every template directory in /System/Library/User Templates/English.lproj etc etc and all those files are picked up by new users. Existing users aren't getting the settings unless they are lucky enough to be logged in at the time.

Is this behaviour everyone is seeing or do i need to fix something before i start scripting my way around it?

Using Casper 9.3 here with Mavericks 10.9.4 clients

Does anyone use this feature or is everyone ignoring this question as it "obviously" works?

Thanks for the reply. We aren't - using network homes - just set to "Force local home directory on startup disk". We do our own in house syncing for everything else. Ive put in a support ticket for it. Does it matter which user the settings are listed under? Its strange because they are getting into the templates, just not into the existing users folders.

Doing an upgrade to 9.32 later today. Could help..

This was fixed by changing the users to mobile accounts. Network accounts weren't picked up unless they were logged in at the time.
