Free App Distribution Compared to Paid App Distribution

Is there a difference in the way that Free Apps and Paid Apps are handled? For example I have 5000 licenses of a free app and put that in Self Service. It shows that 150 are being used and 4850 are available after this is scoped to a group of 500 users. For the pay app I have 600 licenses purchased and scope it to a group of 650 users. It shows that 600 of 600 licenses are being used. Does it automatically set paid apps to being used even though they are in Self Service?

Paid apps are marked as being used based on scoping, not based on installation. FWIW, we uncheck the box "app is free" on all apps in our catalog.

My understanding is that if the app is free, and the device is signed in to the App Store, it won't consume a license from the counts in the JSS. We don't use the App Store in our environment and wanted to accurately track how many licenses we were using for all apps which is why we went the direction we did.
