Home Screen Layout: Moving Apple's Home App and Self Service off iOS Page 1?

I cannot get Self Service or Apple's new Home app to move to a second or third page using a home screen layout profile.

This is what I have set for page 3, but the apps are staying on page 1 despite the profile saying it finished. Am I missing something here?

I solved my own issue. Home needs a capital H and we were using the web app for self service which it looks like can't be moved. I removed the web app and replaced it with the app store app and all is well.
