How Do I make available a PDF to All Users in a department on their computers and mobile devices

Hello I am taking the CCT test tomorrow and need a little guidance. I created a pdf in eBooks and need to scope to all users in the IT departments to make available for download on their computers and mobile devices. Can someone offer some guidance.

This would be done under the eBooks tab in Computers/Mobile Devices.

To make an epub/ibook/pdf available you need to upload it to a http share accessible to users and put that link in to the new in-house ebook in the JSS, the scoping is done the same as a policy.
The ebook can be made available either in Self Service or pushed to/prompted on iOS devices.
