I would like to block the iOS 9 update in fear of the apps not being compatible. Is there any way to do this?

Hello I am taking the CCT test tomorrow and need a little guidance. I created a pdf in eBooks and need to scope to all users in the IT departments to make available for download on their computers and mobile devices. Can someone offer some guidance.
