It appears that the Bluetooth restriction in iOS 10 will only affect the user's ability to CHANGE the setting, so I think the best thing we'll be able to do is create a profile with this restriction, triggered by a connected to our iBeacons. In theory, that should mean you can only turn Bluetooth ON, not OFF, right?
