Is the procedure for adding a Guest VM Package still as stated in the 2009 white paper?

Not seeing much on it, so I'm assuming it is but I want to make sure there isn't a better method first.

Pretty 'inception-y' in that the deployment package is actually hidden inside the VMWare Fusion.app bundle - you have to pull it out, and then put the App bundle, as well as the VM's that you'd like to distribute along with the licensing configuration in there.

Not at all- that Kbase article wasn't published until pretty recently.

The capability has been present for a while, but was only really well documented just a little while back.
