I hadn't tried it until you posted that. If they don't have a passcode on the device a swipe will unlock it also. So thats a feature.
Maybe this should be a feature request, like the lock on a OS X device.

You could also just clear the passcode and then do lock device with a new passcode.

I also do not see a way to "push" a new passcode, it deletes the old passcode just fine

There is a feature request under review:
https://jamfnation.jamfsoftware.com/featureRequest.html?id=1049
this looks like it might be the answer
edit or https://jamfnation.jamfsoftware.com/featureRequest.html?id=191 is the real answer

maybe a idea to make a simple (in-house) app with text that the ipad is locked, pushed them to the devices and then set them on single app modus with this app. (disable al buttons)
does any now a nice tutorial to make a simple (in-house) app????

This would be great for our teachers. They are always too slow to catch student's up to no good. By the time they have walked to the student, the student has closed all of the programs they weren't supposed to be on.

@jgwatson for your teachers use "Casper Focus" they see what the students are doing on the devices and expose the student on the Apple TV when the are messing around ;-)

Casper Focus is too hard to configure for us (AKA me) at this time. We have a rolling block tumbling schedule. But thanks for the suggestion.
