Netboot is done on an OS X Server. It is part of the 10.8 Server app.

Unfortunately, you cannot net boot to a Windows server. A few options, create a MAC OSX 10.7/10.8 server, create a Unix RedHat server, or purchase the NetBoot/SUS Appliance that Jamf offers (unfortunately, the appliance can only handle 1 net boot set) for the sole purpose to net boot and you can still use the Windows Server as your JSS and to hold all the images.

The alternative to net boot imaging is changing to a Thin Image/install. You can do a Thin image aka base image then use Self Service to install the remaining software/configurations.
