Patch Management time basis

Hi, I was searching but couldn't find a good answer for this.

Patch management has the deferral option so we can push out the updates to specific scopes x days later. What does it use to determine the starting point of this? I updated a policy to the latest version of Office the other day and it should have pushed it out around 1AM but instead it was pushing it to a user around 6PM?

Did you use server-side limitations for this? If so, did you use UTC timezone?

Patch management doesn't have any time limitations unfortunately.
