I'm having profiles not installing on new machines but installing on old machines. Both in the same department they're scoped to. Maybe the same thing happening but the profiles on the old machines aren't being removed when being reimaged?
You'll probably need to flush your policies that were run on the previous system in order to run them again. I usually try to delete the device from Jamf before I do the re-imaging, then all policies run as expected.
