"User-Initiated Enrollment Process" QuickAdd.pkg not really a full QuickAdd.pkg?

So the User-Initiated Enrollment Process feature is pretty cool (https://jss.domain.com:8443/enroll)...except for one thing. If the hidden admin account home directory is missing, User-Initiated Enrollment Process does not recreate it.

We were hoping the User-Initiated Enrollment Process feature would be able to "fix" what might get broken if/when a tech has to reinstall OS X, or if for any other reason the hidden admin account disappears.

Am I missing something here?
