We received notice that our token was expiring in 14 days, so we went to renew it, and did, but were greeted with another message stating, "The service token may be in use by another server. The service token can be reclaimed below for this JSS."
We don't want to click that and force all the thousands of apps to have to be re-downloaded, or worse have to re-enroll devices or re-invite users, so here I am asking, what does that button do?

You may also get this warning if you've used your token with Configurator 2.

The token allows your JSS server to 'talk' to Apple's for VPP license information. The token can be used by only one JSS. If you have a second JSS, you need a second VPP account.

It is possible that we used it in a different MDM when we tried it before returning to the JSS. Our VPP apps seem to deploy fine and the JSS reports just fine too.
What will happen when we click reclaim VPP token? Will we have to re-issue apps, or will people's apps disappear and be forced to re-downloade, etc.?

I suspect that nothing exciting will happen as you are not changing tokens or anything. However, any of what you suggest might happen so be prepared for such occurrence.

According to the Admin manual
The JSS now displays a message if a selected VPP service token is in use by another MDM server. You can then reclaim the VPP service token for the JSS.
So nothing will happen in your environment but wherever else you are using the token it will not be working anymore.

Thank you, Configurator must be causing our issue, and thank you to those who confirmed nothing will happen by reclaiming it.
