Hi There,
I dont know if anybody else is having an issue with this. I have enrolled an iOS Device to our JSS, and whenever I try to remote lock or clear device passcode, the option just gets stuck saying sending. If I refresh the page the command is not in the pending list. However, the UpdatingInventory works temperamentally.
I have updated to JSS 9.2, and the device is on iOS 7.0.3. All the profiles installed perfectly

I have ran into the same issue! I sit with the device waiting for it to clear the passcode and nothing happens.

Have you made sure that your Apple Push Certificate is valid?
Apple servers will not, AFAIK, send any push notifications unless the certificate in your JSS is up to date and valid.
The APNS operate on cycles, I think it's every 5 minutes it sends out a batch of notifications.
We are using Casper 9.22 without any dramas for push notifications.
Another note, make sure you can get to the web interface for Casper via the iPad, the way the APNS service works is, the JSS sends the communication request to the APNS and then the APNS sends that request to the device which then reports back to the JSS directly to receive the commands issued.
Also see if you can ping the APNS from your JSS server.
