safari and a smooth wall proxy on 10.14

Hi

i have configured a pac file and pushed using jamf pro

google chrome works as expected the network user is prompted for their credentials and all ok but with safari the mac tries to open up system prefs the for the user to enter credentials works fine for local admin but not for network users any ideas

i have tried using specific proxy targets also

The pop up for safari is so you can first authenticate to the proxy but also add a keychain item to your login keychain. This way anytime the proxy needs login and password info safari can get it right from the keychain and then not prompt the user.
