Stop users from deleting MDM profiles on iOS

Hi,

We're having trouble working out if there is a restriction that stops users from being able to removing any profile on iPads, how can we disable users from going into Settings and manually deleting?

DEP is the best answer. Apple now has ways using Configurator that you can add non-Apple purchased iOS devices to your DEP token using Configurator 2.5 or higher: https://developer.apple.com/videos/play/wwdc2017/304/ (the 17 minute mark)
