Timesheets and locking access to browsers

My client has an issue where there staff are not completing their Timesheets. They would like to implement something that will stop the users being able to browse the web until the timesheets have been completed.

I've though about doing this through Parental controls but it also stops access to email/Skype etc which i do not want to happen. Has anyone had to do something similar before, or even a tool that would take over there machine with a full screen of Safari which would force them to fill it in?
