Turn off iOS updates

Is there a way to turn off automatic updates through a policy for iOS devices? All I can find is simply a delay of up to 90 days.

The delay is the only option Apple has made available, very confident there isn't any way to completely stop it the same way you can with Restricted Applications or scripting on macOS.
