has anyone discovered a way to get around a situation where an iPad is not allowed to par with a computer? if not is available do we as users feel it should be available in situations where police need to be involved and evidence can not be altered?

You might get more responses if you word your question more carefully. Right now its very hard to understand. iPads should be able to Pair if you let them.

I took the recommendation of the Jamf trainer who helped me set up and I was told to keep it un checked when it came to pairing

Well you can't allow the iPad to pair without at least altering the configuration profile preventing it (although you might be able to look at it using a machine with Configurator running on it from the description of the setting).
If you exclude the iPad from the configuration profile and it has an internet connection, it remove the block and anything else in that configuration profile but everything else on the device would remain as it was, if the police are involved you would probably want them involved in this so they understand what and why it is happening.
Pairing in general is annoying when your trying to manage iOS devices and just leads to confusion, iOS these days is basically designed to work as a standalone device with all interaction with other devices done through Apples infrastructure.
