Does anyone know of any workflows to accomplish this?
Ideally it would be nice to set a minimum OS version in an enrollment complete policy, and if that version is not met it will initiate a macOS upgrade to a target version.

You might be able to leverage https://github.com/kc9wwh/macOSUpgrade
I've certainly been able to run startosinstall at the login window on Macs running 10.13
