/usr/bin/pwpolicy & Configuration Profiles Passcode Policy Payload

OS X Yosemite and Mavericks exhibit some movement in /usr/bin/pwpolicy has anyone messed with /usr/bin/pwpolicy and it’s relationship to the Configuration Profiles Passcode Policy Payload? Is there a better list of Configuration Profiles Passcode Policy Payload keys that the one here:

I spent weeks with beta Yosemite and X.8 trying to get pwpolicy or config profiles to work it was a mess. Apple support was supportive but all they could do is confirm the bug and move it to engineering. It looked like they got the config profiles working better in X.9.2, but I didn't follow up with pwpolicy. As config profiles was working close enough for what I was trying to do, then that approach was killed too so I gave up :) .

To answer your question that doc was the best I could find. : )

Looks like this might be related to special characters a little birdy suggests.
