VPP code could not be replaced

We have a problem periodically with self-service on the iPad. When trying to redeem an app, we get a message displaying the address of Casper on our server and the message "a VPP code could not be retrieved." It still assigns the code to the user when we get this message. We've had it happen repeatedly with the same user and the same app, even though that user is able to download other apps via self-service.
