VPP In-Use showing 0s

I just moved from a legacy VPP account to ABM and uploaded the new token from ABM but now "In-Use" numbers are showing zero. The scope is fine, it doesn't seem like it's uninstall apps from devices. Anyone out there had this issue?

have you checked "Assign Content Purchased in Volume" for every app?

Also, have you checked "Make app managed if possible" for mobile device apps?

Yes, they are both checked. When I setup a new device and assigned to a corresponding scopes it showed In-Use: 1 for all the applications that was assigned to this device. From configuration perspective it seems to be fine on individual app but it's something to do with VPP and having legacy VPP and ABM account. I feel like existing devices are still using the licenses under the old token under the legacy account and the new devices are being assigned using the new token under the ABM account.
