We are having the same issues on iPads and iPhones, I noticed that the the issue is occurring after iOS updates, resetting the device and re-enrolling it in pre-stage resolves the issue, but this is not feasible to do .

@mschroder how can I check that? Note that most of the machines have been reset and bigsur reinstalled, and the user account is the one created in the setup assistant. I don't get why there would be a miss of secure token

Hi,have you checked "Assign Content Purchased in Volume" for every app? Also, have you checked "Make app managed if possible" for mobile device apps?
