I recently had an issue where applying restrictions to a macbook pro on Big Sur 11.2.1 would fail. Upon contacting support, the issue is within the profile.
Basically, when you create a profile for restrictions, go to 'Security & Privacy' and go to the 'privacy' option. Create a bogus contact and save it. Your profile will now install properly.
