Thank you mariovillalobos and cdenesha. My account rep got me connected. An engineer had to turn it off on the backend. Going with SFTP instead

cdenesha, What method did you use to create a Ticket with Apple to do this? I am on with support right now and am not having success.

Permanently Disable Notifications: launchctl unload -w /System/Library/LaunchAgents/com.apple.notificationcenterui.plist killall NotificationCenter http://bit.ly/OHDwip
