To anyone having this issue with an on-prem server, my issue was
resolved by rebooting the server. You may be able to get away with just
restarting Tomcat, but I had the opportunity for a reboot and used it.

I've confirmed this same behavior in my environment. I've had at least 5
Macs on 12.6.2 that successfully updated to Ventura despite my
configuration profiles and restricted software records.
