Thank you all! @Nils - I was using existing/cloned config profiles, and with a new profile, it works like a charm.

Does the app appear in the VPP Content tab (Global Management > VPP Accounts > account name > Content)? We had some issues assigning apps and I had to Update Purchased Content several times before the apps were listed as available to distribute.
