We recently ran into this issue with the server.xml file becoming
corrupt/empty after a server reboot. Resolved it by copying the file
form our last update backup and the webapp started up again.
If you run: jamf help install these are the options for that command.
What is the goal you are trying to accomplish? Policies work well for
