Random restart after provisioning

I have a really odd problem that I can't get to the bottom of. I am provisioning devices by going through the setup assistant and then using a quickadd package that then enrols the device, runs a policy and then reboots and auto logs into an account....

I've just discovered that it appears with 10.14.6 you can now do MDM user approval via screen sharing. Previously you couldn't do this and were presented with an error saying you couldn't do it that way and it had to be done physically at the device....
