Just curious do you mean AirDrop? CarPlay doesn't startup unless it's paired with a car headunit.

You could use verbose mode to see where it's hanging. You could also start it in safe mode if it is indeed a kext issue.

Ah gotcha, yeah you wouldn't be able to able to install it manually.. have you tried to remove the text in the code requirement? Also if you want to just test you could use the PPPC Utility: https://github.com/jamf/PPPC-Utility
