Had this last year. You have to reupload the Jamf Pro public key in
Apple School Manager.Go into Jamf Pro Settings - Global Management -
Automated Device Enrollment and download the Public Key. Then go into
Apple School Manager - Settings - Your MDM-...
If you have the possibility, try to use another network that is
connected straight to the internet without any other
services/applications (firewall, proxy..) running.I had the same problem
with AppleTVs when iPads were enrolling just fine.
While installing using MSI installer 8.0.27.1 it automatically chooses
8.0.28. If you click on "MySQL Server" you can choose what version you
want to install from the available upgrades. Hope this helps, if it's
the same problem.

adding the intermediate cert and uploading it to Jamf Pro it worked
