Safari 16.3.1 appeared today in Software Update for one of my Big Sur
machines. I installed it and the version number is indeed 16.3.1 and the
build ID is 16614.4.6.11.7

I believe this is a JAMF issue. If you manually set the Automatic Proxy
Configuration instead of using a config profile, VPP apps download
without issue. To test, remove the config profile or unscope the machine
