Log in to iCloud/Supervision

Setting up a brand new iPad and manually enrolled in Open Enrollment. For some reason, I cannot get it pushed with configurator. This has worked and allowed for supervision on devices in which I have created icloud accounts during initial set up. However, after setting up as new ipad, if I sign into an existing icloud account, it removes supervision. Is there anyway around this? It's not being backed up with icloud, I'm setting it up as a new device.
