App Store Application ID?

I am trying to make a smart group which will detect IOS devices with disabled App store restrictions.
I had hoped that If I can identify the app store is not installed on the device, it might be a way to identify it.

Is there a way of doing this?

is this for all users to block the App Store or just pick and choice when more come aboard?
